Canterbury and Christchurch Earthquakes Of 2010 And 2011
Canterbury, the beautiful grassy region in New Zealand, experienced a massive earthquake on September 4th, 2010. The earthquake, which measured 7.1 on the Richter scale, had its epicenter at Darfield, 40 kilometers from Christchurch, the region's biggest city. The effects of the earthquake were felt throughout Canterbury, and although there was no loss of life, costs of repair from property loss was estimated around $1.5 billions. Before the citizens were able to even begin to cope with the after-effects of this high magnitude earthquake, another one struck Christchurch on February 2011. This time the magnitude was slightly lesser, 6.3, but the effects were much worse as the epicenter was close to the city. Inhabitants of the area had already dealt with thousands of aftershocks of various magnitudes since the 2010 earthquake, when this violent follower took 185 lives.
Both earthquakes caused serious damages to houses, railroads, telecommunication lines, and power and water connections. Emergency services went through shortage of staff, and helplines were flooded with more calls than could be handled. The second quake saw the Canterbury Television and Pyne Gould Corporation buildings rumble to pieces, which was the most noteworthy cause of casualties. While both earthquakes caused massive liquefaction, the effects of sludge flowing down the streets were more expansive after the 2011 quake.
Recovery Efforts
Reeling under the pressure of substantial destruction, the government founded a single body, named the Canterbury Earthquake Recovery Authority (Cera). The function of this group was to rebuild the region from scratch. As part of the process, Christchurch was segregated into four zones, those were, red, orange, green, and white. The areas or properties that posed real danger to life, and were unlikely to be rebuilt in a short span of time were marked as red. Unsurprisingly, about 8000 of 180000 homes in the area were marked under this zone.
Cera did a wonderful job of facilitating the sale and purchase of those residential properties that came under the purview of the red zone. The government purchased most of these lands at a total cost of about $900 millions, while the original house-owners picked up the pieces and settled in safer zones. Several residential properties outside the red zone were categorized as Technical Category 3, which enabled them to undergo sufficient repairs in order to make them habitable once more. In early 2012, Cera had begun the repair work at the central business district of Christchurch. A consortium was formed to rebuild non-residential facilities, such as sports and retail establishments, and the area around the Avon River went through major transformations. Following the footsteps of Cera, the city's private sector quickly began to get back to its feet in the same year. Although the two earthquakes that shook the vibrant region of New Zealand caused irreparable damage to the psychology of the inhabitants, the resilience shown by the people, and the relentless efforts of the government were able to bring back the lively vibe, making the locale a gorgeous place to visit once again.
